ONPA reports on the Maritime Revolving Fund

In November of 2005, the Office of the National Public Auditor attempted to perform an audit of the Maritime Operations Revolving Fund with an audit team that consisted of Ann Walker as Audit Supervisor, Limanman Elanzo as Auditor-In-Charge, and Yolanda Leben as a Staff Auditor. The team was assigned to review the Fund which is under partial management by the Department of Transportation, Communications, & Infrastructure. The Team observed that a Custodian was lacking and made a recommendation for the President to designate a Custodian as required by law (Public Law 3-8). The Custodian should have the responsibilities of producing monthly reports, keeping proper records of activities and operations, and performing other administrative duties. Because no Custodian was designated since its inception, the Fund does not hold any sort of records of their own, other than what the Department of Finance & Administration has. The Team was not able to complete the audit due to the lack of adequate records of operations and services, but the National Public Auditor did issue a letter report in which some recommendations were made to improve the management and controls over the Fund.
