16 th ANNUAL ASSOCIATION OF PACIFIC ISLAND AUDITORS (APIPA) CONFERENCE AND WORKSHOP

The Association of Pacific Island Auditors (APIPA) conference and workshop, which was hosted by the Office of the Public Auditor of the Republic of Palau, was successfully completed in Koror on July 15, 2005. More than 200 participants attended the conference from American Samoa, CNMI, Guam, Federated States of Micronesia National Government and its State Government Audit Offices of Kosrae, Pohnpei and Yap, the Republic of the Marshall Islands, Palau, and the Virgin Islands . The FSM Office of the National Public Auditor was represented by Mr. Haser Hainrick, National Public Auditor, and his staff.

The conference started on July 11, 2005 with a plenary presentation by Mr. Frank Crawford on “Government Financial Statements: Tips for the Future” and closed on July 15, 2005 with a Plenary Session on Fraud facilitated by Mr. Nick Zacchea entitled "Investigating Bribes, Kickbacks and Payoffs".

In keeping with the traditions of APIPA on promoting accountability and transparency in government, this year's APIPA expanded and offered four sets of tracks for Auditors, Audit Supervisors, Basic Finance, and a Finance Track for Island Government Finance Officers, Government employees and others in the field of finance and accounting. The courses offered this year were “Nuts and Bolts in Governmental Accounting and Reporting”, “Grants Management: Administrative Requirements for Grants and Contracts”, “Evidence Collection Techniques for Audits and Investigations”, “Working Paper Preparation”, “Developing and Presenting Audit Findings”, “Contract Auditing and Procurements: Detecting Fraud”, “Quick Response Audits”, “Creative Thinking for Auditors”, “Developing Meaningful Audit Programs”, “Government Financial Reporting Issues and its Effect on the Budgeting Process”, “Single Audits and A-133: A Case Study, Recent GASB Standards Update”, “Conducting Performance Audits”, “Ethics in Government Finance”, and “Ratio Analysis: How you did and Why”.

His Excellency Tommy E. Remengesau, Jr., the President of the Republic of Palau delivered the closing remarks at the closing ceremony held at the Drip-Off Bar & Grill. In his remarks, he underscored the importance of the Public Auditor Offices in ensuring that there is accountability and transparency in the governments with a view of enhancing governance. He congratulated all the participants and expressed gratitude to the United States Office of Insular Affairs and the USDA Graduate School for funding such an important endeavor.

This year the conference was enhanced by the active participation of key United States Government Officials as Mr. Gerald Shea, Fiscal Specialist from the Office of Insular Affairs (OIA), Ms. Marina Tinitali, Accountability Policy and Audit Liaison Officer from the Office of Insular Affairs, Mr. Steven Lattimer and Jason Aubuchon from the United States Department of Agriculture (USDA) Graduate School and Pacific Islands Training Initiative (PITI) Program.
