Chief Investigator

It is the policy of the FSM Government that qualified FSM citizens are given first priority for employment consideration, with other Micronesian and U.S. citizens utilized in positions for which no qualified FSM citizens are available.

This is the minimum rate at step one of the grade. Higher rates maybe authorized in cases or hard-to-fill positions where it is appropriate to the qualifications of the appointee.

Duties and Responsibilities:

Manages and supervise the Division of Investigation in its role of carrying out investigations of administrative and criminal reviews of allegations of financial mismanagement and misues of government resources; Oversees and monitors all investigations to assure compliance with legal procedures, and division guidelines; Provides adequate prediction exist for an investigation; Ensures improvement and enhancement of staff capacity to detect, analyze and present evidence of financial fraud cases for prosecution; Reviews and makes recommendations to improve working arrangement between the ONPA and the FSM Department of Justice; Reviews case referrals submitted by investigators for FSM Department of Justice for consideration of criminal and civil adjudication when in the course of performing the duties of the National Public Auditor; Reviews investigations of administrative referrals; monitors and manage the public hot line; Reviews and update the CID Manual Operating Procedures; Promote and educate ethical and lawful conduct within the FSM Government; and Performs other duties as assigned.

Qualification Requirements:

Graduation from an accredited college of university with a degree in Criminal Administration, Business Administration, Finance or related field plus (5) years experience as a criminal investigator, two years of which must preferably be with specific experience in financial or economic criminal investigation. Preferred Certified Fraud Examiner.
