Audit Training by Charles Hester for FSM and Pohnpei State Public Auditors

The Office of the National Public Auditor (ONPA) held a one-week audit training from January 26 to 30, 2009, at the College of Micronesia, in Palikir, Pohnpei. The training was conducted in conjunction with one of the four ONPA strategic goals: local staff capacity building. Specific objectives of the training were to strengthen staff auditing skills and to review recent revisions to the Yellow Book, the term commonly used to refer to Generally Accepted Government Auditing Standards. Course topics included Internal Control, Risk & Vulnerability Assessments, and Yellow Book Updates.

The Public Auditor's efforts to increase the expertise of local staff is consistent with the national FSM capacity building program. To achieve this goal, the ONPA has also implemented use of Individual Development Plans (IDPs) for staff and the provision of professional development opportunities for staff to work at selected audit offices of the U.S. Department of Interior for a two-month period.

The January training session was funded by the FSM National Government. The ONPA submitted a training proposal to the Capacity Building Road Map Committee and received funding from the National Staff Upgrading program.

The fourteen participants from the ONPA at Palikir were joined by two staff members from the Chuuk Field office and eight auditors from the Pohnpei State Office of the Public Auditor.

From the ONPA point of view, the training was a success. ONPA staff acknowledged appreciation to the members of the Capacity Building Road Map Committee for the continued support and assistances. Additionally, staff thank Charles W. Hester, APIPA Technical Consultant for his time and willingness to teach the courses; the College of Micronesia-FSM and its staff at the Media and Instructional Technology Center; and all participants and others who have contributed one way or the other for such a great training opportunity.
