New Chief Investigator at ONPA

The Office of the National Public Auditor (ONPA) is pleased to announce the promotion of Mr. Kelly Samuel as Chief Investigator for the Compliance Investigation Division (CID). Kelly will assume the duties of Chief Investigator effective May 1, 2012.

The ONPA would also like to take this opportunity to thank Kelly for his many years of service as an Investigative Auditor. Kelly first took on the Investigative Auditor role in January 2007 and has done an excellent job for the past 4 years. In addition to his daily operational duties, he has served as Acting Chief Investigator on many occasions and his familiarity with the procedures and process of ONPA is a plus to the office.

Prior to his employment with ONPA, Kelly has a strong background in enforcement of government law and fraud investigation which has contributed to ONPA in his past performance with CID. Kelly worked with the FSM National Police as an Investigator for 8 years. In 2009 he became a Certified Fraud Examiner (CFE). Kelly’s exposure also extends to the United States Marine Corps which he joined 1989 and was honorably discharged in 1993.

The ONPA has every confidence in Kelly to continue to carry forward the main mission charged to CID in its role as the investigative arm of the ONPA. It’s a tradition and focus of CID to be proficient and be professional in its conduct and operations hence producing timely and quality products (reports). We look forward to working with Kelly in his new role as our Chief Investigator. .
